Senior Director, Strategy, Governance and Regulatory Management

A career in Risk Management at National Bank means taking part in transformation and having a direct impact on clients. As Senior Director, Strategy, Governance and Regulatory Management, for a 6‑month mandate, you will support the definition of the risk management strategy and be responsible for delivering our target operating model for Technology, Cyber, and Data Risk Management. This includes establishing roles and responsibilities, processes, and frameworks to facilitate the management of technology and cybersecurity risks within National Bank.

Your role

Reporting to the Vice-President, Technology, Cyber and Data Risk Management, your role on the team will be to:

  • Continue the implementation of the VP’s 2026 overall strategy in collaboration with other leaders of the Vice-Presidency;
  • Lead the delivery of the operating model for Technology, Cyber and Data Risk Management, including the roles and responsibilities of the first and second lines of defense;
  • Deploy and measure the adoption of second line of defense frameworks for Technology, Cyber and Data Risk Management;
  • Establish processes to ensure that technology and cybersecurity risk management practices are followed across the Bank;
  • Define and deploy the change management plan for the program overseeing the First Line of Defense by the Second Line (Technology, Cyber and Data Risk Management Vice-Presidency);
  • Establish and implement awareness and training plans to support the development of a technology, cybersecurity and data risk culture, and compliance with the operating model responsibilities;
  • Continue regulatory inventory activities and communicate to stakeholders new frameworks or changes to comply with;
  • Oversee technology and cybersecurity incident reporting activities to OSFI and coordinate the Bank’s responses to OSFI inquiries;
  • Conduct independent, targeted analyses of technology and cybersecurity incidents, including telecommunications and network infrastructures;
  • Support, in collaboration with other Vice-Presidency leaders, the coordination of responses to internal or external audits, as well as the definition and monitoring of certain action plans;
  • Establish strategies to optimize communication and teamwork among all departments within the Technology and Cyber Risk Management Vice-Presidency, as well as with other stakeholders across the first, second and third lines of defense.

Required skills

  • Bachelor’s degree related to the field with 15 years of relevant experience, or a Master’s degree with 10 years of relevant experience;
  • Advanced knowledge of technology risk (e.g., CISA, CRISC);
  • Experience in IT and security risk governance within a large organization;
  • Ability to work under pressure and meet deadlines;
  • Strong critical thinking skills;
  • Strong synthesis and leadership abilities;
  • Excellent communication and presentation skills, written and verbal;
  • Bilingualism (French/English) required, as you will collaborate regularly with colleagues outside Quebec.

Preferred skills

  • Experience implementing cyber and technology risk governance frameworks in another financial institution is an asset;
  • People management experience (ability to mobilize teams and foster creativity);
  • Ability to influence stakeholders.
